This feature is only present in Momentum Mod. mom_mv_limit_jump_speed_factor

mom_mv_limit_jump_speed_factor <value>
When mom_mv_limit_jump_speed is enabled, limit jump speed to walking speed muliplied by this factor. The same limit is used for trigger_momentum_limitmovement's bhop prevention option.
Warning:
This is a cheat command and can only be used when sv_cheats is set to 1.
